Problem creating 'Microsoft.Web.UI.WebControls.dll' using 'IEWebControls.exe' download
Installing the MSI for the Microsoft Internet Explorer Web Controls (choose Automatic Install option from the drop-down list on this page) is everything you need to do. It will add that assembly to the GAC and the Customize Toolbox/References dialog. The control you're looking for comes from that package. MS makes the tab navigation available by having several panel-like controls (tab pages) where you drag controls, and putting them together with another control that properly positions and shows/hides them according to tab selection.
