Distributing software to end users who don't have .NET Framework installed

I'm about to start developing using VB.NET and C#. I need to know what is required to distribute my software to end users that may not have the .NET Framework installed. Will any .exe file created in Visual Studio work on all Windows based machines? In old VB6, I had to distribute runtime library; and for C++, a complied .exe was fine.
It's not quite as simple as it used to be in the old days. As part of your Visual Studio installation are is the .NET Framework redistributable files (<VS Inst. Dir>\Common7\Tools\Deployment\dotNETFXRedist_x86.msm). Of course, if your application relies on additional .NET components or tools like SDE, you'll need to install those as well.
