I would like to find out if it is possible to create applications that can be used for accessing and modifying data using mobile phones using VB.NET. Any thoughts?

EXPERT RESPONSE
You have two basic approaches: you either run a web application on the mobile phone, using ASP.NET 1.1 built-in mobile controls, or you create an application that is run on the phone with the .NET Compact Framework. I like the former approach, as it will also prepare you for what's coming in Whidbey.
You'll have to maintain a separate set of WebForms (Mobile WebForms actually) for your mobile users, but you retain the server-side programming model you surely love from ASP.NET already.
