Should I got with VS or VS.NET to write Pocket PC apps in VB?

I have written several programs in Borland's Delphi. I am considering buying VB. If I choose to go with Visual Studio .NET, does VB come with it? Also, will the applications run on any Windows version? My main reason for switching is to write Pocket PC applications. Would it be better to go with Visual Studio or Visual Studio .NET?
I strongly recommend you go with Visual Studio .NET 2003 so you can take advantage of the new Compact FrameWork. You'll get the ability to easily write and debug Pocket PC applications with none of the hassles of VB or C++.
