How do I add the 'Windows Control Library' into the smart device application wizard?

I am trying to create a smart device application with Visual Studio .NET. When my "smart device application wizard" pops up under the project type box, I DO NOT have Windows Control Library listed as a particular Web site directs me to select for what I am doing. Can you tell me how to add this "Windows Control Library" into the smart device application wizard?
I have Visual Studio 2003 Enterprise Architect installed and have installed all options available during installation. In my case, I do have the option to create Class Libraries for both C# and VB.NET Smart Devices. What I'd suggest is reinstalling Visual Studio .NET and ensuring that you've checked all Smart Device options.
