Does VB.NET have an application wizard like VB6?
It sure does! In fact, there are plenty of Wizards to help you create all sorts of projects. Press CTRL+SHIFT+N on the default keyboard to get to the New Project dialog, select Visual Basic Projects and you'll see them all.
