Can my application run on a computer without VS.NET installed?

I (beginner) wrote an RS232 Bit Error Rate Tester program on a VB.NET Windows application -- works well. Can users run it without opening VS.NET -- debug/start without debugging, etc.? Can it be run on a computer without VS.NET or does MSIL need it?
All you'll need on the other machines is the .NET Framework. If you've got the Visual Studio .NET Enterprise Architect version (which is all I have), you can create a setup project for your application by adding a Setup and Deployment project. That will install your application and the .NET Framework so you're set to go.
