Can I use VS.NET on a server that's not upgraded to .NET Framework?

Can I use Visual Studio NET on a server that hasn't upgraded to the .NET framework? I just upgraded from Visual Studio 6 and am quickly regretting my decision to upgrade. My hosting company hasn't upgraded to the .NET standard yet. I was hoping there would be some backward compatibility or at least a limited mode for Visual Studio that would allow me to publish to a non .NET server. Any ideas?
I think your best bet is using the Remote Components Setup (to enable remote debugging). Refer to the following link for more info: http://msdn.microsoft.com/library/default.asp?url=/library/en-us/vsdebug/html/vctskinstallingremotedebugmonitor.asp
You'll have to build on a local machine and deploy to the server, but RCS should provide everything you need for remote debugging.
